- Mining halt cut income by 40 per cent: Report
- A white paper on income prepared by Goa Livelihoods Forum, a non-profit organisation, has pointed out that while closure of mines in Goa has led to a drastic dip in savings of households involved in the industry, the state’s high per capita income has restricted a large number of people from availing government welfare schemes.
- The white paper stated that there has been over 40% reduction in income levels of the people following mining closure, a situation, it said, that is not restricted to mining areas alone.
- The seemingly high per capita income of Goa often makes the communities ‘ineligible’ to be covered under government schemes implemented on the basis of poverty or income deficit,” the report stated, adding that less than 20,000 farmers have been benefitted under the schemes.
- The white paper has also suggested livelihood options in agriculture, community farming, dairy farming, etc. The report further said that there are pockets in several talukas of Goa that experience water shortage.
- Nearly 30% of Goa has access to targeted social welfare measures and people and households live without access to wider social protection systems.

- Lok Sabha passed the Indian Forest Amendment Bill, 2017
- The Lok Sabha passed theIndian Forest (Amendment) Bill, 2017. The bill replaces Indian Forest (Amendment) Ordinance, 2017 promulgated by President Ram Nath Kovind in November 2017 and amends Indian Forest Act, 1927.
- Though bamboo was taxonomically a grass, it was earlier defined as a tree under the Indian Forest Act, 1927and its felling and transit required permission. It was a major impediment for bamboo cultivation by farmers on non-forest land.
- Thebill omits bamboo grown in non-forest areas from the definition of trees. The omission thereby exempts it from requiring permits for felling or transportation of bamboo grown in non-forest areas. With this, bamboo grown in non-forest areas ceases to be a tree. It will encourage bamboo plantation by farmers, which will contribute to doubling farmers income by 2022.
- The Indian Forest Act, 1927consolidates laws relating to forests, the transit of forest-produce and duty to be levied on them. Under it, the definition of the tree includes palms, stumps, bamboos, brush-wood, and canes.
